Convert both to the form of:
y = mx + b
to determine the slope of each line.

5y=-2x+3
y=(-2/5)x + (3/5)
slope is -2/5
.
5x-2y=1
2y = 5x + 1
y = (5/2)x + (1/2)
slope is 5/2
.
Since multiplying both slopes together:
(-2/5)(5/2) = -1
they are negative reciprocal
therefore the two lines are perpendicular
