when lines are parallel they have equal slopes. first we must write this in slope intercept form which is y=mx+b so 2y=3x+9 divide by 2
y=3/2x+9/2 slope is 3/2 so based on the formula y-k=m(x-h) where (h,k) is any point on the line ours being (-2,1) we have y-1=3/2(x+2)
y-1=3/2x+3 set to slope intercept form is y=3/2x+4
