(x^2)^(-3)/(x^7*x^(-5))
=x^(-6)/x^2 Top: exponent to an exponent, multiply them. Bottom: add the exponents when multiplying like numbers with exponents.
=x^(-8) Subtract exponents when dividing.
=1/x^8 Negative exponent is the reciprocal of a positive one.
