A at least 2 means x=2,3,4,5,6,...14, 15
or the opposite of x=0 and x=1
x=0 = .206, x=1=.343 together .206+.343=.549
now subtract from 1

C at most 4 mean x=0,1,2,3,4
from the table: .206+.343+.267+.129+.043=.988
