y can be "solved for" only in the sense that it is expressed in terms of the other variable(s).
That means getting y on one side of the = by itself.
x-4= -2/3(y-9)
Assuming you mean (-2/3)*(y-9)
3x-12 = -2y + 18
-2y = 3x-30
y = -(3/2)x + 15
