8 years ago Cecil was four n Bin's age.
(X-8)4=Cecil's age

In eight years Cecil will be 2n Bin's age.
(x-8)4+16=2(x+8)
You need to add 16 to keep the number of years equal on both sides, there is a difference of 16 years on one side of the equation
Use the distributive property
4x-32+16=2x+16
4x-16=2x+16
add 16 to each side
4x=2X+32
subtract 2X from each side
2X=32
x=16
16-8= age Bin when Cecil was 4times his age
