 Lines that are parallel have the same slope.  The eqn is in slope-intercept form, y = mx+b, so the slope, m, is 3.

 Then, use the given point in the slope-intercept form:
 y-y1 = m*(x-x1) where (x1,y1) is the given point (0,-3)
 y -(-3) = 3*(x - 0)
 y+3 = 3x
 y = 3x - 3  slope-intercept form
 3x-y = 3  standard form
