I have no formula but I have a knack for nines.
1=9/9+9+9-9-9 0r 9*9*9/9*9*9 or
2=9/9+9/9+9-9 or 9*9/9*9+9/9
3=9/9+9/9+9/9 or 99/9+9/9-9
4=(9+9)/9+(9+9)/9 or (9+9+9)/9+9/9
5=9-(9+9+9+9)/9
6=(9*9-9-9-9)/9 or -(9*9)/(9+9+9)+9
7=(9*9-9)/9-9/9
8=9*9/9-9/9 or 9-(9-9)/9-9/9
9=(9+9-9-9)/9+9
10=9+(9+9)/9-9/9
