To find the equation of a line you need one point on the line and the slope of the line. The best way to do that is to put the equation in slope intercept from. This problem is already in slope intercept form: Y=mX+b
y=3x-2
So just by looking at this we see the slope (m) and the point it crosses the y axis also called the y intercept (b) and from this we can graph this line.
For your problem the slope is 3 and the y intercept is -2

So notice that the line crosses the y axis at -2 and the slope of the line is a positive 3 (which is the same as 3 over 1) so the slope is up 3 right 1.
