-7y = 5 - 2x
7y = 2x - 5; multiplied equation by -1
y = 2%2F7x - 5%2F7
and
2y = 7x + 7
y = 7%2F2x + 7%2F2

not parallel, they have different slopes

slope relationship for perpendicular lines: m1 * m2 = -1
2%2F7 * 7%2F2 = +1, so not perpendicular either
