The problem is 7%2F3%5E2-5%2B7=X. I remember the order in which to solve issues, but not when to solve the 3%5E2 in the equation.

Do it first, so you get
7%2F9-5%2B7=X.
X = 7/9 + 2
X = 2 7/9 or 25/9.
There are some ambiguities in the DEN, I assumed the -5 and the 7 were not in the DEN. It's not 100% clear.
