Rules:

If the exponent of 10 is positive, that is how many places
to move the decimal to the RIGHT.

If the exponent of 10 is negative, then the absolute value
of that exponent tells you how may places to move the
decimal to the LEFT.

4.108×104

The exponent of 10 is positive, so move the decimal
to the right 4 places.  We'll have to stick on a 0
on the right end in order to be able to move the
