Instead of simplify, I think you mean factor.
3x%5E2-22x%2B7=%283x%2Ba%29%28x%2Bb%29
Where a%2Ab=7 and a%2B3b=-22.
Let's try a=-1, b=-7.
That satisfies both conditions.
3x%5E2-22x%2B7=%283x-1%29%28x-7%29
