Factor the 2nd denominator and you can see that you can add the numerators:
x%2F%28%28x%2B1%29%28x%2B8%29%29 + 8%2F%28%28x%2B1%29%28x%2B8%29%29 = %28%28x%2B8%29%29%2F%28%28x%2B1%29%28x%2B8%29%29
The (x+8)'s will cancel, leaving:
