(6+1/3)/(3-2/9)

= [(18+1)/3] / [(27-2)/9]
Invert the denominator and change to multiplication:
= [19/3] * [9/25]
Cancel the common "3" factors to get:
= [19/1] * [3/25]
= 57/25 or 2 7/25
