Raising a fraction to the -2 power just means to INVERT the fraction, and SQUARE it.

lets break this problem into its various parts:
6^-2=1/6*6=1/36
a^(2-2)=a^0=1
1/7^-2=7*7=49
1/b^[3-2)=1/b^1=1/b
now combinming these pieces we get;
1/36*1*49*1/b=49/36b answer.
