2.) y-8=0 (answer)

Your answer is correct. A line with zero slope is a horizontal line.
Your answer can be written as: y = 8 which is a horizontal line (zero slope) containing the point (3, 8)
In fact, the line contains all the points (x, 8) where x is any real number.
