To get rid of the % symbol, move the decimal two places left, that is, AWAY
from the % symbol, and drop the percent symbol. In your case:
5.5%. You need to put a couple of zeros in front -- 005.5% -- then move the
decimal two places left, getting 0.55 and dropping the % symbol.

Incidentally, if you wanted to put on a % symbol, you would move the decimal
two places right, that is, TOWARD the side the % symbol goes on, and put on the
percent symbol.
To change 0.055 back to a percent, move the decimal 2 places to the right and
put on a % symbol, i.e., 005.5%, then drop the zeros in front, getting 5.5%.
