1) 99. because 49 people are better then her and 49 people are worse than her and so 49+49+1(Sue) = 99
2)They both finish at the same time because 30+10 = 20+20

Answer 1 is perfectly correct. However ANSWER 2 is wrong.

Let's assume the distance from X to Y is 300 Miles. (Being that the distance is a constant, we can affix any number to it because both racers covered the same distance. So i am choosing 300 Miles for convenience.
Now, the next phase is to look at the time it will take both races to complete the race. The winner is the person that completes the race in a shorter time.
Jack = It will take him 10hours to and 30 hours fro. Using S=D/t (S=>Speed, D=>distance and t=>time)
Sandy = It will take her 15hours to and 15hours fro using the same relationship as above.
Therefore Sandy completes the race first in just 30hours while it takes Jack 40hours.
