General solving tips for percentage problems.
These problems usually have words like "What percent of x is y?" or "X is what percent of y?".
Substitute the multiplication sign for 'of' and the equals sign for 'is' and you have your formula.
For this question, we have an extra word 'raise' which doesn't change the formula any. It only tells us that once you figure out the amount, it will be added to the salary rather than subtracted.
In this case, y takes the place of 'How much', = for 'is' and then .05 times $19,000 where the 'of' is replaced by the multiplication sign.
