You can put this solution on YOUR website! Use the "vertical line" rule to help decide if an expression is a function. If a vertical line intersects the graph of an expression in more than one point, then that expression is NOT a function. Now to your questions ;

 Is there an instance when a linear equation is not a function? Yes, a vertical line is linear, but fails the vertical line test.
