You can put this solution on YOUR website! Don't be intimidated by this one. It is much easier than it looks at first glance. First of all, the question is NOT even to graph the piecewise function, but only to determine when it is increasing. If it is increasing, then it has a positive slope. Look at the three pieces, and notice that in the first piece the slope is -1, so it is decreasing. In the second interval, the slope is 3, so the graph is INCREASING, and in the third interval, the slope is 0, so it is neither increasing nor decreasing. So, what is the answer to the question?
The interval where the graph is INCREASING is from -2 to -1, including the endpoints.
