Given: it costs $60 to rent the bus. each theater tickets costs $5.50.
total+cost+=+60+%2B+5.5x
c%28x%29+=+60+%2B+5.5x
How many students must sign up if the cost per student is no more than $10
10x+=+60+%2B+5.5x
4.5x+=+60
x+=+13.33
Since we can't have 'a third of student', we will need 14 student to sign up in order to ensure the cost/student is less than $10
