Don't get discouraged. Many people have trouble with word problems. It is just a matter of practice.
Given: a rectangle has a length that is 2 inches longer then its width.
Let x = width. Then the length is width+%2B+2 = %28x%2B2%29
So we have Length = (x+2) and width = x
You are asked to find the perimeter P. The perimeter of a rectangle is (2 times the width) + (2 times the length). Just walk around the perimeter and verify you cover 4 sides (2 width, 2 length).
So

P+=+2%28w%2B2%29+%2B+2w
P+=+2w+%2B+4+%2B+2w
P+=+4w+%2B4
