One simple way to know if a graph is a function is to use the "vertical line test'. If there is any vertical line that intersects the graph in more than one point, it is NOT a function.
You are just given 3 points. In this case, what you need to show is "for any given value of x, there is one and only one value for y". That is certainly the case for the three points you show.
