We have to find the slope of 3x + 5y = 8 with expressing this equation to form: y = mx + c; where m is the slope
3x+5y=8 -----------> 5y = -3x + 8 ------------> y=%28-3%2F5%29%2Ax%2B8%2F5
so, we find m+=+-3%2F5
and then, use the formula : y - b = m (x - a)
Suppose (-1,7) as (a,b)and m+=+-3%2F5:
y - 7 = %28-3%2F5%29%2A%28x-%28-1%29%29
y - 7 = %28-3%2F5%29%2A%28x%2B1%29
y - 7 = %28-3%2F5%29%2Ax%2B%28-3%2F5%29%2A1%29
y - 7 = -3x%2F5-3%2F5 ------------>multiply the side both with 5
5y - 35 = -3x - 3
5y + 3x - 35 + 3 = 0
