I know how to solve part of it but the fraction bar confuses me with switching it up and down.

If you have a negative exponent on a variable, change the sign and move the variable from the numerator to the denominator or vice versa, because a%28-n%29=1%2Fa%5En

So:

Then sum the exponents on like variables, because a%5Em%2Aa%5En=a%5E%28mn%29

%28-48%29y%5E6%2F52x%5E15

Then you can get rid of a common factor of 4 in the coefficients
