SLOPE=(0-4)/(-9-10)=-4/-19 OR 4/19
0=4/19*-9+b
0=-36/19+b
b=36/19 THUS THIS LINE EQUATION IS:
Y=4X/19+36/19 (red line)
A LINE PERPENDICULAR TO THIS LINE HAS A SLOPE=-19/4 (THE NEGATIVE RECIPRICAL OF 4/19)
THUS A LINE PASSING THROUGH (9,6) WITH A SLOP=-19/4 IS:
6=-19/4*9+b
6=-171/4+b
b=6+171/4
b=(24+171)/4
