Raise both sides to the power which is the
reciprocal of 3%2F2%29, which is 2%2F3

+%28x%5E%283%2F2%29%29%5E%282%2F3%29+=+27%5E%282%2F3%29++

Multiply the exponents on the left, getting %283%2F2%29%282%2F3%29+=+1 

x%5E1=27%5E%282%2F3%29


Now use the fact that 

B%5E%28M%2FN%29+=+%28root%28N%2CB%29%29%5EM

to rewrite the right side:

x+=+%28root%283%2C27%29%29%5E2

The cube root of 27 is 3, so
