THUS ANY PARALLEL LINE ALSO HAS A SLOPE=-2/3 & IF IT PASSES THROUGH(3,-1) THEN WE HAVE THE EQUATION:
-1=-2/3*3+b
-1=-2+b
b=-1+2
b=1 SO THE EQUATION IS:
Y=-2X/3+1 (GREEN LINE)
