Multiply all three parts of this inequality by 2.
You will get an equivalent inequality

    0 < 3x + 2 < 8.


Subtract 2 from all three terms.  
You will get an equivalent inequality

    -2 < 3x < 6.


Divide all three term by 3.
You will get an equivalent inequality

    -2/3 < x < 2,


which is your ANSWER.  In the interval form, it is (-2/3,2).
