It does not look like a Math problem.
It looks like as a encrypted message, which a spy sends to the center
about the composition of some new discovered substance.
In order for this message be a Math problem, it should be DECIPHERED (= decoded),
using a sequence of words, that are full sentences and are written in a right logical order,
that describe the situation in full.
If you know these words and can place them in the right logical order, describing
