 No formal algebra is needed for this problem; the requirements are not very restrictive.
 
 Simple arithmetic shows that 7 hamburgers cost $38.85, which is just a bit more than the $38.50 they have to spend.
 
 Then, since hamburgers cost more than slices of pizza....
 
 ANSWER: they can buy ANY combination of 7 or fewer items EXCEPT 7 hamburgers.
