Simplify the problem and answer THIS question:

        Which number is greater: 1 (one) or 2 (two)   ? ? ? ?

It will help you in your case (I believe).

If one six-digit number starts from "1" (has 1 as a leading digit),
while the other six-digit number starts from "2", then WHAT ?
