First, identify the "tenths" position. That is the position to the immediate right of the decimal point. In this case, the number 1 is in the tenths position. this is the number you will be rounding to - i.e. when you round, you will re-write 25.13 as a new number with only one digit to the right of the decimal point. What will that digit be? If the number to the immediate right of the tenths position is 5 or greater, then you round up from 1 to 2. If it is less than 5, just keep it at 1. Look at the number immediately to the right of the tenths position. That number is 3. 3 is less than five, so we just keep it as 1. The rounded number is thus:
