As this problem is worded, printed, posted and presented, it can be read in two different way,
as tutors Alan and Edwin read it.

If a "problem" can be read/understood/interpret in two different ways, it is DEFECTIVE problem
and does not deserve any consideration.

Dear visitor, it is entirely your fault in posting this defective "problem".

A rectangle has a length (x-6)m and width (2x+3) calculate the perimeter
===============
P = 2W + 2L
P = 2{x-6)m + 2(2x+3)
P = 2mx - 12m + 4x + 6

I think you meant the "m" to be for "meters" (or "metres" if you are from UK).

Think of the word "perimeter" as "peRIMeter". See the word "RIM" inside? lol
Think of the perimeter as the RIM.

PERIMETER = DISTANCE ALL THE WAY AROUND THE RIM

PERIMETER = TOP SIDE + LEFT SIDE + BOTTOM SIDE + RIGHT SIDE

PERIMETER =  (2x+3)  +   (x-6)   +   (2x+3)    +   (x-6)

          =       2x + 3 + x - 6 + 2x + 3 + x - 6

          =       2x + x + 2x + x + 3 - 6 + 3 - 6

          =                6x - 6  meters
