let x be the height of the painting
then 4x+5 is the width (5 inches more than 4 times the height)

The perimeter is 350 inches, so the semiperimeter (width plus height) is 350/2 = 175 inches:
x+(4x+5)=175
5x+5=175
5x=170
x=34

ANSWERS:
height: x = 34 inches
width: 4x+5 = 141 inches
