Canada - 1 to 40
Poland - 1 to 46
Italy - 1 to 48
Spain - 1 to 64
Japan - 1 to 72
Russia - 1 to 106
Brazil - in original post.
China - 1 to 1,301.
Tractors are in millions, but citizens not numbered (maybe same).

You can put this solution on YOUR website! Just those ratios is not enough; No rule is suggested for how the different countries are to be ordered, ranked, or arranged; you only have tractors-to-citizens ratio. Is it land area size, population size, alphabetical? Else? WHAT?
