.01c + .25q = 8.58

"If she has eight times as many pennies as quarters,"
c = 8q

how many of each does she have?

Substitute 8q for c in the 1st equation, find q:
.01(8q) + .25q = 8.58
.08q + .25q = 8.58
.33q = 8.58
q = 8.58/.33
q = 26 quarters
then
8 * 26 = 208 pennies
