C is equivalent to A because the magnitudes are the same and the angles differ by 2pi.
E is equivalent to B because the magnitudes are the same and the angles differ by 2pi.
D is NOT equivalent to B because the magnitudes are the same and the angles differ by pi/3.
So A, B, C, and E are equivalent; D is different.
But NONE of them are equivalent to (2,sqrt(3)). That point is in quadrant I; D is in quadrant III and the others are in quadrant IV.
The statement of the problem is faulty.
