Question States:
The first bill was $130 for 3 hours of snow removal 
and the second bill was $180 for 5 hours of snow removal. 
Assuming these Bills were 'monthly bills...

 5r + f = 180
 3r + f = 130   |Subtracting  the 2nd EQ from 1st EQ

  2r = 50
r = $25/ hr  and the fixed rate is :  +130-3%2A25+ = $55 flat rate/month

Checking our work:
5*$25 + $55 = $180  checks
