The sequence does not end; it can't be "finished".
However, the next several terms in the sequence can be found, once the sequence is recognized as a variation of a "speak and write" sequence.
In this sequence, the variation is to count (out loud) the number of occurrences of each digit, starting with the ones, and write the number corresponding to the numbers you speak.
11: That number contains "two ones", so the next number in the sequence is 21.
21: That number contains "one one, one two", so the next number in the sequence is 1112.
1112: That number contains "three ones, one two", so the next number in the sequence is 3112.
Continuing....
3112 --> 211213
211213 --> 312213
312213 --> 212223
etc., etc....
Of course, this is no a math problem at all; it is only a riddle.
