The way to start off is to understand what the problem is asking you to do.
Inserting 3 arithmetic means between 19 and 35 means find three numbers a, b, and c for which the sequence
19, a, b, c, 35
is arithmetic -- i.e., the difference between terms is constant.
One good formal algebraic way to work the problem is as shown by the other tutor.
A less formal path to the solution can be used because of the fact that the number of arithmetic means between the two given numbers is 3. So if the sequence is
19, a, b, c, 35
you know that b is halfway between 19 and 35: b = (19+35)/2 = 54/2 = 27.
And then similarly you know a is halfway between 19 and 27 so a=23; and c is halfway between 17 and 35, so c=31.
