A census is when you survey every member of the population.
Perhaps the most well known example is the US census that happens every ten years. The last of which happened in 2020.
The US census does things like count how many people are in the country, what their ethnicity is, etc.
Due to the large nature of various populations, conducting a census is likely very expensive in a lot of cases. As such, it's recommended to use statistics to estimate the population parameter(s).
Example: Rather than conduct a census to compute the population mean (mu), select a random sample and compute the sample mean (xbar). The xbar is an unbiased estimator of mu.
