5,9180 is wrong format for numbers.
3,1640 is wrong format for numbers.
As it is written and presented, it is NONSENSE.
Post the name of your textbook, authors, edition, year of edition, publisher name, ISBN,
then the page number and the problem's number.

The other tutor apparently doesn't know that in many parts of the world the "," is used instead of "." as the "decimal point"....
Let's change the format to use the more common "."
The first 5.9180 KL costs R2.46; after that the cost is R6.52 for every 3.1640 KL.
R340-R2.46 = R337.54 (cost of the water after the first 5.9180 KL)
R337.54/R6.52 = 51.77 (number of groups of 3.1640 KL after the first 5.9180 KL)
51.77*3.1640 = 163.8 (number of KL after the first 5.9180 KL)
5.918+163.8 = 169.718 (total number of KL)
ANSWER: 169.718 KL
