The components are not a concrete.
Even the sum of components is not concrete yet.

To get a concrete, water must added in some proportion and the mixture should be stirred carefully.

Then some physical and chemical processes take place in the mixture (like baking bread).

The result of this technological process is concrete.

Resulting volume of concrete is not equal the sum of volumes of components.
