Answer: 221 years
Reason:
The LCM of two numbers that share no common factors, other than 1, is simply the product of the two numbers.
This applies to two primes as well (since naturally they only have factors of 1 and themselves only)
17*13 = 221
Every 221 years, the two cycles will align perfectly.
