Answer: All birds can fly

Reason:
Change the "cannot" to "can".
If we were to state "A bird can fly", then it's not clear which bird we're talking about. If we said "all birds" instead of one bird, then we'd make sure to include that particular bird referenced in the original sentence.
Furthermore, we wouldn't say "some birds can fly" because again its not clear which group of birds we are talking about.

Side note: of course the reality is that the original statement is true (ostriches and penguins are two examples of birds that cannot fly).
