As posted, the information is contradictory, and some information is not clear.
(1) The problem says the budget is split evenly among the offices, then goes on to say it is not.
(2) "The marketing office of the company receives twice the amount of money that the other offices."
Not good English, making the information unclear. Does the marketing office receive twice as much as EACH of the other offices, or twice as much as all the other offices together?
