This is linear. "decrease at a constant rate."
According to the description, this constant rate is %282-1.25%29%2F%283-0%29=0.25 meters per week but as NEGATIVE. Slope is -0.25.

y=-0.25x%2B2, simply plugging into slope-intercept form.
